The City Government of Dasmariñas always endeavors to serve its constituents better. To this end, various programs and/or projects have been conceived and brought into fruition. Nevertheless, there is no certainty as to whether Dasmarineños are pleased by the city government’s performance. In the same vein, the City of Dasmariñas’ Atty. Elpidio F. Barzaga Jr., believes that the success of any program and/or project of the city government depends greatly on the satisfaction of those who benefit from it.
Hence, the City Government of Dasmariñas headed by Mayor Elpidio F. Barzaga Jr. endeavored to craft the City of Dasmariñas’ Citizens’ Charter pursuant to Republic Act No. 9485 otherwise known as the Anti-Red Tape Act of 2007. The City of Dasmariñas’s Citizens’ Charter is a service guide book which facilitates the delivery of services to Dasmarineños specifying standards, quality, and time frame.
It also contains a Performance Pledge from every office of the local government which serves as a gauge by which Dasmarineños can tell whether or not they are being given quality service. Thus, it also includes a grievance redress mechanism which ensures that an employee who falls short of the standards in the delivery of any service specified in the charter would be penalized.
Indeed, The City of Dasmariñas’ Citizens’ Charter empowers the people of the City of Dasmariñas by promoting transparency and accountability in the delivery of frontline services in keeping with Section 1, Article XI of the 1987 Constitution: “Public office is a public trust. Public officers and employees must, at all times, be accountable to the people, serve them with utmost responsibility, integrity, loyalty and efficiency; act with patriotism and justice and lead modest lives”.
